The monk class was a mistake. Always has been.
gygax wanted to get rid of the monk class in 2e and limit it to oriental-themed campaigns(dragon #103)
I'm not a fan of hard locking DnD to a specific Renaissance Festival Medieval Vibe. But it would make sense some Cultures wouldn't have monks.

'monk' was always meant to be a portrayal of the western characterization of the shaolin monk(although it seems some people didn't know this?) and not just anything that also happens to be called 'monk'
