I dunno, except that Chris mentioned in the Fallout bible that Zeb worked on the NCR.

A bit of a necro but for the sake of sharing knowledge, I'll post.
All this time the answer was literally in front of me, on my bookshelf...
In Fallout 2 Strategies & Secrets guide, at the very end, it's listed that he worked on Navarro, the NCR and did lots of dialog editing.
