Exactly, even the rope to climb down on Vault 15 I spend some time looking for on my first playthrough.
I remember going to Vault 15 and finding out that I need a rope to climb down and just returning to Shady Sands and buying it from the first person that I have met there.

Yes, you could Barter it from the gate guard at Shady Sands, as I found out on my second playthrough.

Actually, in my first playthrough, I did get a rope from a travelling merchant on my way to Junktown. But I didn't go back to Vault 15. I didn't even finish Vault 15 quest, until after I already had the water chip.
