1A - Theres facilities and the enemy still don't seem interested in the base yet.
2C - Tech is always worth investigating.
3B - Make a deal, theres probably too few SG personal to initiate a hostile take over, and adopting more harsher tactics may make making allies harder from the infamy.
4B - If gold is universally valued its worth getting for trading. First setup operations and then maybe bribe the locals to work for the mine.
5A - Unskilled slaves may not have much use aside from the mining operation. Luxury goods could help but knowing how it was acquired might harm morale.

Another short term goal might be to steal some Goauld tech, spaceships and weapons since most munitions manufacturing and other supplies on earth might not be accessible.
(I wonder if they ever attempted to adapt the staff weapons, cutting them down and putting on hand grips. They would be good to arm non-military personal with.)

1A) Keep the earth survivors in the upper levels of the SGC while you conduct recon of possible sites.

2C) P3X-008 (savannah).

Ancient city ruins? Maybe there's a crash ha'tak or something alien somewhere else, ready for looting.

3B) Make a deal to secure crops.

Can't we teach these guys better farming techniques? Crop rotation etc?

4B) Move in and begin mining.

We don't need no junkie tribal miners.

5A) Ignore

We want to lay low.

1A) Send all available SG teams to hunt and kill the Alpha Site mystery beast.

2A) Send the 19 Colorado surviving farmers to the Alpha Site.

3B) Continue the excavations.

4A) Tell the survivors about the gate and send them to the Alpha Site.

5A) Don't interfere with Rush.

While Rush would be of better use in a lab taking him away from his little kingdom is likely to result in a morale hit as the colonists chose him. The hunt for the beast and sending them farmers should help alleviate most of his concerns for now.

1C) Draft some of the Alpha Site personnel to assist in the hunt.

An outside observer might think outside of the box compared to our grunts who have failed to find the beast so far. We are sending them in addition to the SG teams, right?

2C) Send them to the savannah planet.

3B) Continue the excavations.

Knowledge IS power.

4C) Send them back to bring the 600ish survivors from their town.

5B) Shut it down.

I would rather send the crews for R&R to Alpha site or P3X-008. If shit happened they could help and in the end the problem is a lack of outdoors and not beaches. Plus ancients-know what prevented animals from evolving on M3X-8417 or if there isn't some underwater race lurking in the depths ready to sodomize potential invaders TFTD style. Sounds like sealed ITZ in a can to me. An inhabited world is less of a risk.

6C) Reassign him to P3X-008.

5B As the others have said that Rec-site smells like the Fallout equivalent of a clean lake. Beautiful to look at but will melt your face if you drink from it
6D That could work as a sop, something sufficiently important to keep him busy, far enough so that he's no trouble.
