Arguably having it in one city makes the PC even more epic. Fuck going out and looking for adventure, you're so important, the quests determining the fate of the world come to you.

Also Bioware touted Dragon age as being inspired by more gritty, realistic fantasies like A Song of Ice and Fire. Sure they disproved that about 20 minutes into DA:O, but it's particularly glaring when its a pre-established character like DA2. At least when you are rolling your own dude you can pretend that anyone with solid stat rolls who found a holy avenger could have saved the world, you just happen to be playing as the one who did.

Not sure about DA2 being low-key and personal. It feels rather detached and irrelevant especially towards the end.
The main character keeps on whining "There must be another way!", while templars and mages getting dumber and dumber so they can be EXTREME!
NO MATTER WHICH SIDE YOU CHOOSE THEY ARE ALL DUMB AND FUCKED UP! GREY MORAL CHOICES! SO DEEP!
Insert boring companions and shitty romance. Then we lament on how awful this city is......and continually living in it for another few years.
Funny thing is that Hawke did decided to get out AFTER the conflict has already been resolved, even if he supported the templar, for reason unknown and unexplained.

Honestly, what kind of final quest is initiated by an urgent note written by a NPC introduced at the end of chapter 2?

I thought the only thing the DA2 was praised for was the low-key story. And they seemed to aim to develop it, but as for now it seems that the only thing they care is to save the world from another threat...
There was nothing "low-key" about DA2 story, it was blatant city take over gta style. Only loaded with modern american family cliches for dramatic moments. And fags. The only relatively good part is when that uncle character goes apeshit anti-mage on the whole world and you can confront him about it if you're a mage character yourself, he just gets really stuck and conflicted for a second. The only remotely realistic moment in the entire game.

He probably means the fact the story mostly takes part inside the city fighting local villains, compared to the continent-spanning crusade to save the world from DA1.
Imagine that after your character sacked the resting place of the Ark of the Covenant for untold riches, Saladin and a Crusading army invaded Constantinople while a near defunct Roman Emperor tries to balance both forces; all while the unruly and dangerous creatures of the night face off against the local paranormal circle. Of course, you're so awesome that every single one of these characters want to use you. This is not low key guyz.

PS: Have I mentioned that Jesus personally helped you get to the City of World's Desire?
I admit I misunderstood the word low-key. Still, I'm pretty sure that I read some reviews back in the day which called the story low-key, hence my confusion. Anyway, the scope was still quite smaller than the DA:O and, even if it's not low-key, I find more interesting the Mages/Templars war than the Rift plot and hoped that would be the main focus of the DA:I of course if they fixed everything which made the plot of DA2 bullshit.

DAII's story was definitely scaled down in terms of scope, though still clearly part of a bigger picture. Seems to be turning into a trend for their Pt. II's since ME2 was the same way.

I suppose their logic is that Pt. I introduces the setting and overarching conflict, Pt. II focuses on characters at a personal level and their motivations, and Pt. III reconciles the unresolved ends of plot, as occurred in the original Star Wars trilogy.

Their logic is also "EA decided to slash our budgets for the Mass Effect and Dragon Age sequels instead of letting us create an even bigger and better game".

The logic for DA2 was that EA wanted to see if they could CoD-itize RPG production. They turned a planned xpac for DA:O into its own, full game.

That's not too much of a defense though. Although KOTOR2 turned out to be brokenly buggy, it's objectively a richer game than DA2. Both games had exactly the same development time. Obsidian did not reuse any assets either.

Well, unless you count reusing assets from the first game. Ebon Hawke and Korriban are virtually unchanged. Dantooine and the Jedi Temple are very similar. Then all the same core game play systems, reused props and character models, so forth.

Not everyone played the first game though.
