my guys are at the first sam site and i've sent the chopter so it stands on that square but i can't figure out of to enter the helicopter.

Go to the global map. Click on 'On Duty' (or other option like that) option near required guys' names - then select 'vehicle' (or some option like that) and then select the chopper.

But seriously, you can select you guys like files in the windows explorer. Hold Ctrl and click the ones you want, or hold shift and click two, to select them and all guys between them in the list. Then you can give the commands like Skyway said, to all of them at once.
