Moo?
I play with a handful;

--Old World Radio http://www.nexusmods.com/fallout4/mods/9048/?tab=1&navtag=http://www.nexusmods.com/fallout4/ajax/moddescription/?id=9048&preview=&pUp=1

Adds 20+ radio stations, and they're not shit. They have DJs, some have commercials and they range from all kinds of (appropriate) music to radio dramas and public service announcements.

--Nuka World Radio http://www.nexusmods.com/fallout4/mods/17832/?tab=1&navtag=http://www.nexusmods.com/fallout4/ajax/moddescription/?id=17832&preview=&pUp=1

By the same guys. It'll work whether you bought Nuka World or not.

--Longer Power Lines http://www.nexusmods.com/fallout4/mods/2241/?

If you've done any work with settlements you'll instantly see the utility in this.

--No Perk Level Requirements http://www.nexusmods.com/fallout4/mods/13742/?tab=1&navtag=http://www.nexusmods.com/fallout4/ajax/moddescription/?id=13742&preview=&pUp=1

You still needs the stats for a perk, but not the level. So if you want to be a stealthy character...no more having to wait till level 20 or thereabouts for competency. Want to start crafting or settlement building? Skip the bullshit perk trees previously blocking your way. Dump your level ups into rad resistance and swimming perks and get dredging for treasure. Whee!

--Another Life, Alternate Start http://www.nexusmods.com/fallout4/mods/14253/?

Cards on the table, this is apparently buggy for people who tried various beginnings and activated the unique 'perks' that go with it. Me? I only use 'Vault Dweller' (spits you outside Sanctuary like if you'd approached it from the Vault), and have never toggled on the unique perks. I use it so the bog standard guy can be played quicker. Four different playthroughs and nothing has gone wrong. Take it for what you will.

Wasteland.
So it seems that F:NV has a lot more love even from the modders. Autumn Leaves and Project Brazil are outstanding.

considering F:NV is easier to mod than Fallout 4's hardcoded bullshit, it's no wonder people come back to NV. So far all the top mods for Fallout 4 is just retextures, clothing, armor, weapons, and reskins. Most quest mods are pretty shit in Fallout 4.

Creation Club doesn't help matters, I think, that seemed to have really killed incentives to mod.
I like though how mods disable achievements, but there's a mod to reactivate them. Well done Bethesda, amazing idea :D

Weapon mods are something of a necessity in Fallout 4 anyway because of how shit the weapon variety is. The "customization" is a lie because most of the mods are just improved versions of themselves and are uniform across weapons. It would have been more interesting if you could scratch build guns and more normal weapons (as in, weapons from the previous games) are rarer but relatively stronger. But no, Beth just had to go for the blandest option.
