Is it possible to mod game mechanics?

I don't think so.

You can add locations, quests, individual weapons and spells and so forth (i.e. static data). But I don't think you can change the underlying D&D mechanics. For that you would need the game's source code.

So you can create mods to your heart's content, but they will always be D&D 3.5E games.
