It boils down to Japanese developers being too scared to take a risk on the PC platform until an indie developer made a deal with Carpe Fulgur and got their game, Recettear localised on the PC.

Carpe Fulgur disappeared, their website isn't working, what is the story with them currently?

Yeah, that was Carpe Fulgur, a two person localization team who took on the gargantuan task of helping translate SC. In some ways I think they saved the game from never being released, because XSEED.

From what I remember, he had a ton of stress going on in his life already and was consistently hassled by XSEED while having to work on the game. He wrote in his blog post that he was about to stick a knife into his chest but the other team member called him around that time. Also, XSEED ultimately cut ties with Carpe Fulgur afterwards.

Their website still exists, but the last update was in 2017, linking to a (now failed) kickstarter. It also links to two twitter accounts, one of which has been inactive since 2017. This seems to have been after the XSEED stuff.

There are seemingly lots of other companies doing the same thing nowadays though, so one can argue that they blazed the trail but then got overambitious, failed, and moved on to something else. Hard to begrudge them that, localizing games is probably not the most fun job in the world.
