It's the logical conclusion of the enforcement idea. Most of the plot thus far has involved people killing other people for no reason, and it worked because of the asymmetry in power between parties. Most of the victims simply got outmuscled by the enforcers' superior skill and numbers. What we're seeing now is what happens when the victim actually has the power to fight back - and the result is a bloodbath, unsurprisingly. Ultimately the whole business turned out to be about the strong preying on the weak at best, and mob warfare at worst.

I suppose the point being made by the author is that there is a price to be paid for institutionalized violence of any kind. I imagine you could easily interpret the whole thing as a statement against the death penalty, legal possession of firearms, and other Kwan contributions to Western culture.
