It has always been this way. Like the posters, the codex has not changed.
Today is just the day I decided to comment on it.
I just posted that in case you were wondering why it's running fast.

It's weird for me. The site loads fast, but when posting I frequently get a "The server did not respond in time" error. I just have to click Reply again, so it's not a big deal.
Yeah I have gotten that too on rare occasions, but even with the warning message, my post is actually there. If you click reply again it will usually double post.
