I just helped a friend install the newest 1.13 stable build and we played it for a few hours.

We didn't mess around with the INI editor
We played old/old inventory version
2 IMP mercs using code xep624
Reduced guns (not tons of guns)
Not Sci Fi mode
Experienced level (it had been years since I played)
Enemies drop all
Reworked the prof.dat (used the proedit utility included in the mod)

Question 1) What's the deal with the question marks where the ammo count should be on your gun?

Question 2) Why does every single enemy have a .38 Special for the first few maps?

Question 3) Why are enemies extremely indecisive and why so many yellow shirts (noob enemies not even as good as red shirts)?

Maybe more to come but this is what jumped out.

It's been a while but I think the question indicates your mercs forgetting how many rounds they have left in the clip. May occur less with higher wisdom.

1) As profreshinal said, especially on full auto, mercs can forget how many rounds are left. The likelyhood depends on their skills, not only wisdom but also marksmanship IIRC.
2) Because of "reduced guns"? I think that's basically how it is in 1.12.
3) As your "completion" score goes up (explore, capture territory, kill enemies, etc), you'll see less and less yellow shirts. How far have you come? Part of the indecision probably stems from the fact of their short-ranged .38 specials, they'll know better what to do once they get better weapons.

I don't think there's much of a reason to play the stable version, unless you need it for a mod. The latest SCI builds have more features and fixed more issues that remain. But this patch backports some of the fixes to the last stable (and he has a version of that with AI changes as well, plus a modpack installer, see his forum signature).

the stable build is broken when you play it with New Chance To Hit. I dont care who tells you otherwise, the AI is straight up broken which is why the AI either fucks around being indecisive or rush you like lemmings.

Thankfully you have a few options:

1. play with OCTH
2. play with one of the newer unstable builds (the "stable" is ancient at this point and isnt even stable, albeit the one most mods still use as a base. Latest edition is something like 8543 or along those lines)
3. play with SDO (stock data overhaul mod) which fixes almost all of the issues with NCTH in 7609 and also makes it not suck.
or
4. my recommended option which is play with SDO + sevenfm's excellent improved AI executable. AI is very improved with this.

SDO can be found here (2nd file): https://www.mediafire.com/folder/419k57yq1i4j7/Stable_Release_2014

sevenfm's executable can be found here along with instructions : https://drive.google.com/drive/folders/0B_PNaFvHBMdBYTh0NzBvc1c0Ym8

Which mode is playable these days? Is Urban Chaos still as good as I remember it?

I don't care much about NCTH and prefer to stick with OCTH. Would there be any point in playing with SDO then? I'm not too much into gunporn either.

I dont think so, SDO mostly overhauls the data/items for NCTH i thik

in that case, just play with sevenfm's executable alone, i think you'll be impressed

The new chance to hit is retarded. The cursor covers so much of the screen you often have to click off of it to see detail.

The 100ap system is total poop and just requires you to have to recalculate every move where you already knew how many aps were required.
Could have maybe been done well but wasn't.

The AI is completely and irredeemably retarded.

This is the first version of the 1.13 where I can honestly say vanilla is way better.

Way to screw up a dynamite idea guys.

It seems Kermi's website only offers the .exe of older builds. Am I missing something or does he also have a repository of the other content you need to run the older builds?

I have a few complete on an old computer but this doesn't help when I'm visiting someone and trying to get a few good 1.13 installs on their machine.

I have difficulties adapting to it too and usually revert back to the original 25 AP system. That being said, I guess it's harder to get used to it for oldfags who've played with the old vanilla 25 AP system over and over, I guess newcomers too the game have no problem with it. But yes, I dislike how it disvalues Action Points: with the 25 AP system, each Action Point is precious, with the 100 AP system, not so much.

Also, I know it was mainly implemented in order to better differentiate between weapons (i.e. its main target is the gunporn crowd) but I don't really understand the need for it since there are so many variables which still allow to dscriminate between weapons with similar AP costs: accuracy, range, autofire or not, burstfire or not, attachment possibilities, type of munition, weight, etc.
