You're technically correct, sure, but the way it's written now is representative of the way most American-based advertising and public notification was done for a very long time. It used to be that things like advert tag lines, newspaper headlines, etc., had to be shortened or truncated, and that's because there was often far too little space on the product packaging or in a newspaper's header, or, in this case, what might have been a posted sign in a building's window somewhere, to have a complete sentence instead of an abbreviated one like that.

You don't see it nearly as often anymore, and I think it's kind of a shame because everything just seems dumber now, even if that style was grammatically incorrect.

makes no sense to include it at all
this notice is commonly left in sewn books when the number of pages isn't an even number so something has to be left blank
glued books don't have it since there's no need for it
websites do not exist on paper at all
