Vapourware looking in this thread for vapourware game with Rat King

In Codex Workshops years ago there was/is a vapourware, fantasy tactical game. Developer make few posts and screenshots about it.

There were screenshot with Rat King surrounded with rats, and he was saying something like : "A combat? Yes an... [some philosophical sentence]"

the text was display at the bottom of the screen

the rat king guards looks like that:

cant remember if grid was square or hexagonal
top view and all actors seen from side (like in fantasy general 1)
simple 2d graphic
fantasy
party based

I think i saw this game post around 2017 ?


any hints I would appreciated
