According to some Pete Hines interview, it was developed in partnership with some über geology research department and was the best thing since RAI and sliced bread.
Of course, it's perfectly worthless from the player's standpoint.

It's just something Bethesda added to their engine to make development of terrain easier. A lot of games have soil erosion, even the ASCII Dwarf Fortress.

Bethesda has an uncanny ability to make the most mundane things sound like the second coming of Jesus.
