When Jeff said at Blizzcon that he had something cool to show about OW2 in March or April this is not what I was thinking of.

I'd say WoW moreso declined because of the appeal to "singleplayer" types, rather than raiders. Raiders basically had exclusive content just for them, since nobody else played in Naxx, but it was the constant new convenience features for people who can't get groups and can't get gear because they play solo that drove the game to its inevitable decline.
