People capable of making good art today know better than to give their efforts to an industry known for shitty working conditions and pay (same happens with capable programmers). Artists literally can make more money shilling their patreons than making art for a game, which is something they might do once for exposure but that's it. A company that cares might go and seek good artists but now that matters little as Obsidian now has to obey Microsoft's budgeting concerns.
