Anime Report button missing from private profile pages.

I want to report someone because I just fucking hate them, and when I go to their profile page the report button doesn't show up because their profile is private. I would have to find one of his posts in a thread just to report him for being a fucking idiot in the shoutbox. I compared private profiles to public profiles and I don't think these cowards that private their accounts should be rewarded for it while us public heroes can be reported whenever anyone wants. Please compare the two images attached.

I randomly picked Jenkem as an example of a public account because he happened to be rambling about some stupid weeb shit in the shoutbox at the time.
