This game has a shitload of things to manage in your base though, to the point where it might become tiresome

This one practically has two campaigns with one of them being precisely about setting up some stuff at your base and slowly getting closer to your objective, it's very short though.

"XCOM with cards" aka Midnight Suns is probably the most recent release in this Layered Strategy genre.

DEpths of Peril is a good fit for requirement.

Unreal World is practically this, as it allow to build your home base from ground up, one twig at a time. Shame there's not much quests or missions, only self-invented.
