From what I had read a long time ago, the team behind SR2 had split up, and most of them were no more working for 1C, which would somewhat explain the endless remakes and broken expansions. As I recall this from 4 years ago, with my limited Russian reading comprehension, I might have my facts not straight at all, but I doubt we can expect the same developers to make SR3.

I believe this and the earlier re-release (SR:Reboot) were essentially legitimized mods-turned-expansions that are then translated (poorly) and released in English.
