Ever wanted to turn New Vegas into a Clint Eastwood movie (with C&C of course) that you can play through?

1. Fallout Mod Manager - https://www.nexusmods.com/newvegas/mods/36901
Used to install everything below.

2. Yukichigai Unofficial Patch - https://www.nexusmods.com/newvegas/mods/51664
Fixes a ton of bugs with vanilla game.

3. Project Nevada - https://www.nexusmods.com/newvegas/mods/40040/
Improves combat in various ways.
Note: we will ONLY be using the Rebalance module (and the Core module which enables all the others), so only enable those 2 in the mod list.
Rebalance module: Lowers hitpoints for player and NPCs (0 hitpoints gained from leveling up for player and npcs, and 5 points per Endurance for player, 7 for npcs). This is a hugely important change that turns NV combat from watching hitpoint bars to proper action combat where a single shot from a good weapon can end the fight for both you and your enemies.

4. No Neos - https://www.nexusmods.com/newvegas/mods/37141
By default, enemies in NV (and F3/4) will dodge side to side at close range in unrealistic and unpredictable manner. This was done by Bethesda most likely to encourage the use of cheating mode (VATs) in those situations. This mod list assumes you will play in first person real time mode at all times, so this mod removes this silly dodging.

5. Play on Hardcore mode
Aside from QoL improvements to base gameplay, such as having to eat and drink, and ammo having weight, the most important change here is that Stimpaks take time to heal. This is huge, as you can no longer open up your inventory in the middle of combat, heal yourself back to full health with 10 stimpaks, and continue.

6. Never use VATs
VATs is nothing more than a cheating mode. There is no skill of any sort involved with using it, nor is there any fun to be had. By not using it, you can utilize the other aspects of this mod/setting list and engage in fun and challenging combat in first person real time.

7. For best results, use light armor and wild west themed weapons
By using light armor, you avoid the hitpoint bloat issue, and keep combat fast and exciting. I would suggest the Sheriff's Duster (https://fallout.fandom.com/wiki/Sheriff's_duster) and a Cowboy Hat myself. For weapons, not only are single shot rifles and revolvers very thematic, but they also result in best combat, since NV's combat system is really not designed for automatic or futuristic weapons (e.g. no cover system, AI doesn't do much other than shoot). My personal suggestions would be Ranger Sequoia (https://static.wikia.nocookie.net/603a549a-eb7f-4cff-ac57-ac6f68cb0138) and Cowboy Repeater (https://staticdelivery.nexusmods.com/mods/130/images/thumbnails/37293-1-1289682318.jpg).

8. Quick draw on people
Increase your agility to 9 for faster weapon draw animations (do NOT increase it to 10, or get the Quick Draw perk, those both ruin the animation due to a glitch with Bethesda's engine). Keep your revolver holstered, and then, when an enemy starts to draw/attack, tap the left mouse button to quick draw, and then shoot them in the head. Properly executed, this is the most fun you will have in New Vegas.

These mods let you track down various criminals as a bounty hunter, which fits very well in New Vegas and this mod list.

Welp, shit. PN again. PN is outdated and incompatible with many mods. JSUE+Just Mods merged is better, more lightweight and doesn't fuck up compatibility with other mods that much (there are compatibility patches when JSUE does). As for cyberware - nigga there's whole DLC for cyberware without lore breaking shit. Also, I don't see Immersive Recoil 2.1.1 mentioned anywhere in your post despite recommending using wild west weapons. Failed again.

You are both wrong. PN Rebalance module is better than Sawyer's mod for the simple reason: It fixes the problem of hitpoint bloat, whereas Sawyer's mod just delays it. By removing hitpoint increase at level up, you and the enemies will ALWAYS have relatively few hitpoints, and the combat will always be exciting. Sawyer's mod just decreases the gain, but guess what, after level 20 or 30 or 40, everyone will be bloated regardless.

As for cyberware - nigga there's whole DLC for cyberware without lore breaking shit.

HP bloat is deleted by a combination of JSUE+BLEED+Threshold or whatever other mod there is to incorporate damage threshold fully while also makes limb shooting much more useful. Also, JSUE is (surprise) not JSawyer's mod, it's a remaster of flawed Sawyers vision.

Sawyer's mod caps at level 35, not 50. The bloat is not too bad at that level afaic, outside of a couple of dlc, if you do them late.

JSU at Nexus, which I recommend, gives you the option to configure the cap limit back to 50 IIRC, but I do not recommend that. (I once told the JSU modder that the ideal cap would be at Lvl 30, as it was before the dlc came around, but he never listened to me.)
