Agree. I think they differs kinda like KOTOR 1 and KOTOR 2. Where second game was build as expanding original one, using its creative base and system, with adding new story, characters and improving original features, something like that.

Btw, Ziets's MotB also based on already created game. I guess we will see if Ziets, McComb and Avellone could create something like FO2, PST or MotB from scratch when new Torment will be released.

I don't see a difference between their previous works and this work concerning the world building aspect. PST is naturally based on TSRs Planescape from David "Zeb" Cook and also Monte Cooks and Colin McComb has worked on it. And now Numenera is also influenced by Planescape and is developed by Monte Cook.
So they take already a developed world and then they build their own story into this world and this happened in MotB, PST, Fallout 2 and now in T:ToN.
