I think they're referring to like, squad missions in space - around stations, on ship hulls, the like?
Space is so stupid; you can arrange a hundred guys with guns in suits behind floating sandbags or w/e and probably take down a invading force, or at the least, dent them. Space is weird.

All I hope is that it's just bugs, and not trying to shove in NuCom features/feature creep/retrofitting. Not every TTB has to be like NuCom down to a T. I honestly prefer if it wasn't.

Like FEDSMOKER wrote earlier, ist was the Same deal with the previous game, so I'd presume the game will in fact come out eventually. With extremely high probability it will be rather underwhelming, though. When the first game was in the making, there was no OpenXcom, there was no Xenonauts and there was no NuXcom either. That's quite the competition, no matter where you're coming from or what you are looking for as a player.

Inquisitor eventually came out too, so who knows .. maybe somewhere in Czech Republic, behind a window with ice flowers, there is still a PC with Windows XP and a bearded someone occasionally working on it, when they have electricity.
