Herald of the horn skald would make a pretty good azata MC caster that has great CC potential and amazing support via songs.
It's average compared to other options tbh

How bad are armored compared to dodge characters? Can they at least get to enough AC to reduce all hit chances to 0?

Even in Kingmaker it's hard to get enough AC with an armored character, and WOTR has more unforgiving AC demands than Kingmaker. If you really invest a lot you can get an armored character to be a decent off tank but never to the stage where your hit chance is 0, especially in the higher difficulties.

Somewhere in the Tabletop Tweaks set of mods, there's the epic Armor equivalent of Archmage Armor (bumps up normal armor by the same amount). Beats my why that's not in the base game, it doesn't seem particularly OP.

Yeah, it depends on difficulty. Tabletop Tweaks makes it more realistic with the new armor mythic abilities/feats.

IMO best defence is a mount.

Core is fine with armor. The game is not broken if you're playing on the intended difficulty, most things work and will be successful if played well. Except assassin lmao.

What difficulty?
Let's say core difficulty or higher.
You have to pick one, 'or higher' drastically changes how well it will work

Also as Hap points out, if you are willing to consider a mount it really doesn't matter
