Neverwinter Nights: Mask of the Betrayer. It's set in FR so your mileage may vary. There's also Knights of the old Republic1/2, c&c is mostly related to bioware-style relationships though.

I'd go play LoK saga if I were you, perfect game for storyfags. I mean, it's basically shakespeare in video game form. You have to manage the shitty engine&controls, as well as the inane puzzles that so frequently inhabit action-adventure games, but it's worth it for the story and the god-tier voice acting of Tony Jay / Simon Templeman / Rene Auberjonois.

Fallout 3

The timeless tale of a young African American trying to find their long lost father, who is a self taught scientist trying to find a way to turn toxic waste into water crack cocaine.

Want to see the other side?

Play Fallout 4 where you take on the role of the delinquent father and try to find your long lost son who has done far more with their life than you. Your only recourse is to murder him.

The first Way of the Samurai is way better while being less weeaboo. Not an RPG though.

WotS3 & 4 are on PC, 1 requires emulation. If we're entering emulation realm, there's a bunch of other games to recommend...
Yeah but if he's gonna play Way of the Samurai he should at least play the best one. The story in 4 is pretty shit.

No gameplay does not count as 'ok gameplay'

EDIT: Damn, forgot to actually contribute instead of criticize.
The 2 newest Shadowrun games are good story-wise, if only for the setting.

Just for the sake of variety, Drakensang The River of Time, not outstanding but decent story.
