Advanced Wars, by its nature, is a strategic game.
By that definition both Combat Mission and Close Combat are strategic games, arn't they?

Dont think ive ever played Close Combat, but Combat Missions, yeah, definitely. Been a bit since I played it (one of the few games that doesnt play on vista =/ ), but IIRC you could field entire infantry regiments with the click of a button.

Combat Mission may not be a man-to-man wargame, but it's still tactical.
