Moddable SRPGs?

Are there any moddable SRPGs with 2D graphics for both scenery and characters?

For instance, Shadowrun Returns has 2D background but 3D units. OTOH Final Fantasy Tactics-alikes have 3D backgrounds but 2D units.

Forgot to say I require environment sprites of arbitrary size, preferably isometric. Sadly square tiles are insufficient.

This is possible (mostly) in recent RPG Makers, but the SRPG scripts in these cases are incomplete.
