90% of the game yes.
To be honest i would never come up with the idea to poison the wine, then wait till 7pm and call the waiter. This is something i'd expect from a Hitman game and not from New Vegas. These moments where you can think out of the box are so rare that they feel like WTF moments. And the only thing Obsidian tried to accomplish is to be similiar to Fallout, the goal should be: Make a better game than Fallout.

This is the problem I have, really. I don't see it so much as being a dumb sheeple and just following the obvious route, because these are just things you don't expect to be able to do, like sneaking past the Nightkin in the wacky ghoul factory to get the diplomatic ending. It's cool that they're there, but they just come out of nowhere and they're not reflected in much of the rest of the game.

Christ, we really can find a way to bitch about anything

Actually the wine thing was kind of obvious. It was an idea mentioned in the dialogue, and then added as an (Optional) quest note. And when you ring the intercom the waiter tells you that he would come down at 7pm.
