That would be true if we were talking about platform with hardware limitations. And PC isn't one when it comes to that.

They nerfed textures and the view distance was much much smaller, maps were also filled with much less detail being more like a theme park with barely anything in between places of interest - of course bigger maps with high detail can't fit into 256 MBs of RAM.
