Telltale made a nice 20 minutes-long video based on Ice Station Santa. You can watch it here.

Should this be watched before or after playing Season 2, Episode 1? Or does it not matter?

Well, the storyline is basically the same, but there are some noteworthy differences, especially in the second half of the video. Actual puzzles are not shown as well. The video is a promotional, so it's safe to watch even if you haven't played Ice Station Santa.
