GamesDomain has reviewed the Tribunal expansion pack for Morrowind. They gave it 4/5 doohickeys and rated it Top Game. Here's a slice:

But you don't have to travel to Mournhold immediately. You can head over there whenever you're ready, if you have quests to finish up or more equipment to buy. Bethesda claims that characters of any level can begin the expansion, but a totally new character is very likely to be iced by the assassin. It'll be a tough fight for most characters, for that matter.

Once you do decide to head for the mainland, you'll find Mournhold to be a walled city of reasonable size, probably a little bigger than Balmora. It's centred on a royal palace, and divided into quarters. To the north, there's a huge temple surrounded by its grounds. To the east, the Great Bazaar area contains a marketplace, an area of shops and an outdoor theatre. The southern quarter is dedicated to a grand plaza, with a statue of Almalexia and Mehrunes Dagon, two members of the Tribunal of gods for which the game is named. Finally, the eastern area contains a mixture of residential manors, a hall of craftsmen, the Museum of Artifacts and an inn. There's a nice paper map in the box to help players find their way around, although to be honest, it won't take long to get your bearings.

Ahh.. The ugly side of open ended, walking in to the areas that you're not ready to beat. Still, beats the alternative.
