NVIDIA's new Image Sharpening also has an option to ignore film grain, a holy grail feature that all of the ReShade sharpening filters have been seeking for years but cannot accomplish.

Sharpening filters is the #1 reason that most people use ReShade for so... WOMP WOMP.

Nope. The new nvidia sharpening is available in the regular NV Control Panel, no Experience required.

No. The grain thing is that the nvidia sharpener has a seperate option to allow manipulation of how much it sharpens "grain", of which the most common is the film grain game devs put in their games. This is something not possible in current Reshade sharpening filters.

As for disabling or removing film grain / grain in modern video games? Only way is if the game allows it, unfortunately.

That said, Reshade does have a Denoise.fx filter that, yes, it can be used to remove grain from the game image... however it requires a lot of tweaking and it introduces blurring into the image, so it's hard to recommend it. It's also very resource intensive.
