what country is he in? could his ISP or DNS be blocking it? does he have a separate ISP for his desktop internet or is he using his phone internet? similarly, is he using his wifi on his phone or has he tried his phone service's internet? is he using a custom dns service?

that's my thought. or at least banned from some DNS service. Some routers use a custom DNS by default as an option to block phishing etc, but they block other things too. My ISP or their DNS was blocking Breitbart for a while. I'm not in NZ though.

As Lambchop says that looks like a DNS issue. Might be worth trying Google's DNS.

He could also try some free vpn on his phone for now. There are a few vpn apps out there that offer this
