Greek gaming site PC Master (don't bother visiting unless you can read Greek) have apparently done an interview / preview of Fallout 3. You can read the transcript over on Fallout terrorist - I wish they'd all die from a disease - website NMA. Here's a bit:

Q: Do you intend to create a Fallout 3 that will be...mod-friendly? In other words provide people with the toolset to experiment on?
Hines: We have not yet decided on this. Right now, we have not announced any plans for the tools issue. It takes time to perfect a toolset in order for it to be usable by players and so far we didn't have time, working on the game itself.

Q: There is a sensitive issue attracting the attention of many; the presence(or absence)of children as NPC's. The impact on game's rating is a given(especially if the player will be able to chop kiddies in half through critical hits). How are you handling that?
Hines: There are, in fact, children in the game. How we'll handle them on game is a matter we haven't concluded on yet.

By the way, the game's supposed to come out on 1st October. That gives them 3 months to decide, assuming we don't include manufacturing and shipping time. Why does that give me the feeling the answer to both those questions is "No" and "You can't kill them"?

I really do hope they release oblivion style modding tools. Fallout 3 might be somewhat enjoyable if someone can mod out the worst retardedness.

Pete Hynes is full of shit as usual. I remember when I was hyped for Oblivion I read in an interview, a week or so before the release, that he said Oblivion won't be delayed under no circumstances. Soon there was the announcement of delay and tell me he didn't knew about it.

Given the appeal by Oblivion and Morrowind over how easy it is to mod I wonder what the impact would be with Fallout 3 if no tools are provided to the players. Would this spell the beginning of the end for Bethesda?

Agreed, with some (well, a lot) modding Fallout3 might be really nice.

What? Anything with that amount of "modding" will be "really nice". I hope you're not thinking of supporting the abortion by buying it. There are other good games around.

I actually wonder whether someone will figure out how to make the Oblivion mod tools work with Fallout. If they're both based on the same engine, theoretically it would be possible to some extent.

Well, I never thought about buying F3 full-price, unless there are really good reviews from trusted sources.

I might buy it from the "bargain bin", if it's modding friendly and has a good modding community.

Oblivion is fun with about 50 Mods

pcmaster has been shit for ages now, especially after the '95 period.
Ignore rambling.

You may consider them slightly serious on anything that has to do with adventures, that is given that their main adventure reviewer (tsourinakis) will just stop sucking oblivions cock.
