This really should go in Game Help.

Did you officially discover the thieves' existence from Lukan or rumors? They won't talk to you if you don't "know" their location.

It's become my catch-all answer to questions I find less than well thought out before being asked.

When you talk to the guy who wants to rob the bank in Shrouded Hills, he'll mention you might make a good show for the thieves guild (might depend on stats, I had a high Dexterity, average Charisma and 0 Persuasion, no thieving skills, either). Tell him you might be interested and he'll tell you about someone in Tarant. After going to Tarant, just talk to the guy and join in.

From what I remember, if you decide to blow up the materials for building a new bridge for that guy guarding the already built bridge, he will not only let you through, but also tell you about the thieves guild, provided you ask him to.
