I will keep it short because i figured it out yesterday after experiencing horrible graphical glitches, so here it is:

1. Get IWD 2, preferably from GOG.
2. Download widescreen mod - https://www.gibberlings3.net/mods/tools/widescreen/
unpack it in game folder and run, select native resolution of your monitor (i used 1280x1024, other looks as dog shit on my 5:4 monitor)
3. Download GUI FIX http://havredest.eklablog.fr/interfaces-pour-widescreen-a42876917
unpack it in game folder and run "IWD2_GUI Fix 104b" and during install use same resolution as for widescreen mod.
4. Download http://bitpatch.com/downloads/ddwrapper.zip and unzip it into game folder, then open aqrit.cfg and replace everything with:

ShowFPS = 0

5. Optionaly download and use bigger fonts : https://rpgcodex.net/forums/attachments/iwd2-bigger-fonts-zip.10894/ (All credit does to ghostdog)
This is only for english version.

Game runs with no glitches and steady 30 fps with nice scrolling.

Used this guide, but improved it for myself.

2. https://www.gibberlings3.net/mods/npcs/iwd2npc/ haha I'm kidding I wouldn't install something like this, heh (heh)
3. https://www.gibberlings3.net/mods/tools/widescreen/ - set 1360 x 768
4. http://havredest.eklablog.fr/interfaces-pour-widescreen-a42876917 - also set 1360 x 768
5. Larger fonts by someone else, they're better http://www.shsforums.net/topic/56710-bigger-fonts-for-baldurs-gate/ - install the 16px option (only supports English glyphs)
6. Get DxWnd and import the profile attached here. Modify it to point to your game exe.
7. Also get "Lossless Scaling" on Steam, it's just a couple of bucks.

Launch IWD through DxWnd. Once in the map, hit Alt+Enter. The window will remain 1360*786 - check if you're able to move the camera with the mouse. If not, try Alt+Enter a couple more times until you can.
Now use Lossless Scaling to upscale the window to full screen using FSR scale type. Check "clip cursor", uncheck "cursor speed".

It's now zoomed in nicely, but isn't pixelated. It's the best you can get at this point.

No such luck for me, my camera still jitters like it's on drugs whenever I move it around. I use Aqrit's DDraw wrapper as well (best results out of all I've tried), just without ColorFix and ForceDirectDrawEmulation on 1, so I figured I'd try your config but it made no difference. Ah well, it'll have to do.
