new vegas console command question

So I've been playing New Vegas recently, and once early on the finese perk seemed to stop working, so I used the forceav command to set the critical chance back to what it was supposed to be. Now, like a hundred hours later, I am taking another perk that affects critical chance, but it isn't working. Apparently ever using forceav on a variable sets it to that value forever and ignores all modifications (other than more console commands).

So my question is, does anyone know how to reset it? I.e. have the engine recalculate the proper value, so that all perks apply?

TIA
