was there a limiting factor on the number of npcs you could have at one time with you in fo2?

if so what was it?

i cant remember and want to settle an argument

you could have way more than 3 npcs, but i don't know the max. on one playthrough i had 5. and yup, charisma determines the number.

Also, you can use mentants and the sunglasses to temporarily raise your charisma and recruit NPCs. They don't leave when your charisma drops, but if you drop them you can't re-recruit them without raising it again.
