Majesty is too RTS combat heavy, prefer turn base.

Dwarf Fortress

There's also Banished, but it's more town management and no attacking forces.

Dungeon Keeper: Gold, kind of both ways as good guys and also bad guys attack you at times.

I've never played it, but I've always wanted to since seeing it on XPLAY when I was a kid, but that Lord of the Rings RTS game. Looked badass, but I keep forgetting to buy it, and at this point, it's not like I'll ever play it. I bought that Company of Heroes collection, and FML, I touched it once and got bored. I don't think I'm liking these games anymore.

Age of Mythology is probably my favorite RTS game ever. Not really goblins, but worth a shout out. I literally beat that game like 20 or more times. Spent an entire 2 years playing that and only that. I even read up all that mythology stuff, and it stuck with me so much that I got an "A" in a Greek mythology class I took 10 or so years later.

Stronghold Legends might fit that description, but it's RTS-based. Eador: Genesis is turn-based, can't go wrong with it.

Hinterland, real time combat but fits the bill, only problem is its very simplistic game.

You can mod Rimworld to a fantasy setting.

Stronghold series, Stronghold Legends is fantasy game.

You can also play Caesar/Pharaoh/Zeus series if you want town building with combat although they arent fantasy games.

Sword of Aragon is sort of the progenitor of this type of game, and it's still worth playing today, if you can stand the primitive graphics.

I would recommend the lord of the realms series (even though the combat is in real time)

Also the guild 2 is worth a look (the ultimate middle age management game in my opion). Albeit you don't manage a whole kingdom and there are no goblin attacks.

It hardly has any kingdom management, you just conquer town after town.

Any 4x game should fit the bill. Master of Magic, Cavewars, Age of Wonders etc

Nobody mentioned Birthright: The Gorgons Alliance yet?

But if you really just want to grow your city and defend against attack Dwarf Fortress might be your best bet. In Birthright you have to build, conquer, engage in diplomacy and there is also the adventure layer, where you control a party à la M&M games.
