You can roughly do a U7 style of dialogue keywords if you put enough time in it you might just be able to add 'personality' to every NPC in the game world.

It's very crucial to do this first because my main gripe with Oblivion is the 'pointless' NPC roaming about doing nothing saying nothing but rumours and begging for a gold piece.

And sometimes things get weird if you trigger a criminal offence and you resist arrest, a lot of faction npc that are on your side are going to get killed, leaving you screwed for training etc, I would rather see them be jailed for a few days instead of them dying in the streets.

Yeah - so much for the vaunted yield. If an NPC is fighting with anyone other than the PC it's pretty much to the death. No-one goes to prison apart from the PC either (except for scripted prison events). The best bit is the stupidity of the guards, who will kill someone for a crime, then kneel down by the body and comment that the body is warm, so the killer must be nearby... wow... such radiance.
