You could also give the graviteam tactics series a try( formerly named Achtung Panzer) http://graviteam.com/games/GT_Mius_Front.html. It plays very close to Combat Mission.
It doesnt play even remotely like Combat Mission. Its RtwP, where the actual gameplay happens, how is that phase based.
OMG, I just replayed it, and it appears you are right. How can my memories about the game have been so wrong ? :o
I clearly remembered playing the first one phase based, but apparently not...

Well, the map layer is phase based and tanks can shoot big distances with simulationist damage model and spotting mechanics and individual pathing is horrible. Sorta, lots in common.
