Something with procedural generation can never be the best in a field filled with so many high quality hand-crafted levels as the Doom modding scene.
Just because something employs proc gen doesn't mean it can't be extremely good. Case in point: Hades, Binding of Isaac, Dead Cells, Spelunky... All considered masterpieces by many.
Also, level design is hardly the focus of that mod so I don't even know what you're getting at.

Not a single of these games even remotely reaches the quality of games with hand-made levels. Not even close.
