You're right. Most people don't get the game because of the CS, but they try the CS when they want to make more of what they liked in the game.
But I still think that NWN's engine cutscenes are far more flexible than pre-rendered videos. You don't want to create .avi anims for a few story-important sequences, if only because of the download size of your mod..
Anyways, it's just a minor concern, compared to other possibilities/requirements.
