cRPG toolsets

I am building a small game engine and I am planning to add some modding capabilities to it. Since I do not want to reinvent the wheel, I need to take a look at the existing solutions before designing my own. As far as RPGs are concerned, which toolsets available on the market do you consider to be the best?

They are almost all geared toward Jap-faggotry console styled RPGs but RPG toolkit seems pretty decent.

Also the open source Runesword has come a long way in recent years but if you want to make a RPG that is not tied to the original wonky RS game then you will have to put in a LOT of work.

You'd have better luck posting in the codex workshop :

Check out the first sticky for some suggested development tools and resources.

My mistake. Is it possible to move the topic without a divine (aka Mod's) intervention?

No, but since I'm reading this I can provide you some divine intervention free of charge.
