Perhaps why most remember it as "the rpg" was because it contained many elements...humor, sex, action, twisted stories. Pretty much everything, and suprisingly did pretty well in every aspect.
The first one was more balanced combat wise, had a good story, and was overall - a really good rpg. Just like many good rpgs out there, they all had a good combat system, a great storyline, and was overall, really great.

To most, the second was more memorable due to the diversity of content. That's perhaps why it's referred to constantly as "the rpg"? I'm making guesses here. If you have a better explanation as to why it's constantly referred to as what it is, i'll be happy to listen. =)
The reason to why I liked (and like) Fallout 1 over Fallout 2 was exactly the humor. Now sure, comedy is a great thing but the developers seemed to have just been pouring more, and more, and more of these strange little bits and pieces in a desperate attempt to make us laugh instead of concentrating on the awful storyline which lacked what Number One had: fun, competence and a great deal of realism so to speak. Your village is supposed to be dying in F2, yet you got all the time in the world to go about your errands.

"Chosen One - The village is dying, but we probably can make it for another year. But please hurry! We're running out of sacred T.P.! The Elder is making strange noises! Hurry!"

Fallout 2 had plenty of things to do, sure. How many of these things was actually needed in the game? Prostitutes? Drugdealers? Really now; the whole New Reno-city was ridiculous. Fallout 2 was big, sure. Maybe too big. Give the player too much freedom, lose the interest of actually completing the game. I suppose there are still people who are walking around in New Reno doing drugs and porn movies and having down and dirty sex at the brothel.

Maybe once, just once, I'd like to see a game where these "add for extended flavour"-things actually are needed to do in the game.

The humor was pretty lame, just constant stupid easter eggs, made the game feel like a bad comedy game or something. I also didnt like how it strayed so much from the setting, the usual complaints.

It's times like this when I just link to a post I made on NMA over 3 years ago: Fallout 2 sadly disappointing.

Damn it's funny going back through that board. I had a tendency to post some retarded crap every now and then. Oh well, live and learn and all that.

FO2: starting dungeon, broken SPECIAL, recycled story with a weak presentation, non-post apoc theme towns, truckload of gunz, easter eggs, and references; the car, and Frank "You should have played a fighter" Horrigan. That sums it up.

In all fairness, though, Fallout 2 was still a very good game. It just had a number of inconsistencies and problems that made it second to Fallout 1.

Yeah, it was a good game, mostly because it was based on a good setting, had a good char system, art, models, etc; and it took a lot of incompetence to make an inferior game out of it. Ufortunately, Interplay never had any shortage of incompetence, and that's how FO2 was born.

It was a "reverse" sniper rifle in FT, hitting everything BUT the thing you've been aiming for.
Takes me back, but iirc there was a bug causing missed shots on full auto to automatically hit whatever else was in the cone.

Okay, so we've had our fun, now bury it back.
