The Nuka-Cola salesman will sell you radiated soda, which wouldn't be so bad if Nuka-Cola couldn't lead to an addiction, or if the main character was a muttie.
T-ray will rob whatever you stored inside the trunk of your Chryslus Highwayman, even quest related items, and he'll take control of your car, as well. The devs added a secret option to kill him (taken directly from Fallout Wiki):
Sleeping with him several times in a row will make his head explode.
Frankie "hired" a few orphans, to steal valuable items from clients, so it's another way of losing your precious quest items. He'll ask you to sabotage Becky's business. He's short-tempered, and will attack you after being teased.
Chuck keeps some "toys" in his dungeon, and has an agreement with a certain employee in the Imperial City, to get more "toys". Even after his "toys" has passed its "expiration date", he still has some uses for them.
