Ok, we have guilds which basically are the most powerful factions in the game world. But what about gangs. Local steet hoods and toughs that think they're the boss of bosses because they run a street or a small hovel, etc. etc. The small time stuff. What about them?

No town gangs. There are raiders and bandits that you can deal with though.

You can't join the raiders, but you can convince one of the Houses to pay the raiders, (even more optional) supply them with good weapons, and use them against enemies of the House without engaging them directly. Think Iran & Hezbollah scenario.

The raiders won't last long (only 7 people). Better weapon/armor will increase their "longevity".

The bandits are designed differently.

Now that is friggin cool. Quick question, can you help them recruit, or if you give them good stuff, can they increase their recruitement or numbers?

It is there.

That's one of the original design elements (using NPC A to attack NPC B). We used it with the raiders, assassins (you can hire an assassin to kill NPCs (the assassin can fail though). You don't see it, but learn about it later on - "Did you hear? Mudcrabs got NPC B. Most unfortunate. I saw a mudcrab the other day. I try to avoid them whenever I can."), and coordination of your guild's activities if you manage to climb high enough to give orders.

I doubt it. Maybe this would be appropriate:

"Did you hear? NPC B was killed by an assassin. Horrible creatures. I try to avoid them whenever I can."
