Worldbuilding is fun, but also hard and my hope is that these 1500+ questions can help out those that also take an interest on this "hobby". :)

EDIT: While I tried to be comprehensive, I don't think the list needs to be exhaustive. After all not telling can be just as important as telling...

In my very little experience with worldbuilding (for a private video game and a private novel), I'd describe the process as follows:

- You start with an outline of a story you want to tell.
- Say this story needs a sci-fi setting on a Mars-like planet with a certain technological level. Most stories will need a suboptimal technological level in sci-fi, so...
- Think of how a planet like this could've come into its current state. Was it colonized, but then wrecked by a war? Did it fall into disrepair when a hypervelocity star passed through the solar system and disrupted shit?

You build your setting by going backwards, so it'll accomodate your story. Once you've built it a little and start fleshing out the story further, you keep retconning the setting to make it fit your story's needs.
There's no such thing where you sit at a table and start answering 1500 random questions. There will be no cohesion between your answers. The glue of the setting is the story.

I think that only works to a point. I agree that you start with the outline and work your way in. The problem I find a lot of settings have is that their outline isn't really the outline, it's just the outline of the main subject, and when you start having to retcon things outside of that, it will have ripple effects that (should) work their way down to the finer details.

You can't just decide you want an alien character or last member of a lost fantasy race after having designed a setting in which there was none and retcon a couple things here or there. There's a huge difference between retconning in small changes and large ones, and it's often better to discard/change elements of the story you want to tell if it won't fit the setting you've created for it.

Sometimes a story just doesn't have a feasible setting that could possibly support it. If you want to write a story about how unarmed children defeat godzilla in a cyberpunk future, you're out of luck, no amount of tweaking is going to make that work. The best you can do in such cases is just handwave a ton of stuff and go for a goofy 'don't think about it' approach. Like Monster Hunter's setting is complete nonsense, but nobody is playing that game for the deep lore of how the fuck people that can turn a dinosaur corpse into a rocket powered lance in a few hours don't just kill things by sniping them from aircraft.

I think a lot can be done through misdirection and obfuscation as well. You might have a story that results in an impossible setting, but if the reason that setting is impossible requires following a lot of logic, it's less of a problem. It's kind of like a crossword puzzle. There can be multiple ways to fill out a particular section and they're only revealed to be wrong when you look at the far side of the whole thing. The more details you can fit together that do work, the less attention will be put on the fact that you can only have Q+W+R+T+Y+U+I+O+A or Q+W+E+R+T+Y+I+O+A or Q+W+E+R+T+Y+U+O+A but not Q+W+E+R+T+Y+U+I+O+A. It's rather obvious OTOH when you can only have A or B but not A+B.

I think any developer worth their salt should have a list of questions like OP made, the bigger the better. It's a better investment of time than hemming and hawwing over what colour of hat the merchant should be wearing or going through 1500 potential names for elves.

No, but as the audiences spends time with your setting they'll inevitably start noticing the holes and faults in it.
These questions help you spot and correct them.

I generally start with a premise, from their a narrative outline, followed by a loss synopsis of the setting designed to fit the premise and narrative outline, from here I complete the rough draft of the game story, so that the main quest-line and also concept the ideas for the central core cast of characters, with all this in place I begin work on the Story Bible or Game Bible. And kinda like what @DJOGamer PT did I break the aspects of the world building down into its subsections though I generally focus on the most important subjects.

So a work that is heavily political its all about the factions, international systems, economies, societies, cultures and technologies whilst a more adventure series might focus on geographies and the local environment or bestiary and then things that I personally enjoy like the worlds fictional history, mainly cause I'm a armchair historian at heart. I would have to agree with @Bester that the story is probably the place to start, as you kinda want to an idea of what the story (i'm guessing from the site most y'all be making that story for a game project your working on) is about and then from their you can design your setting from that premise.

Also another smaller note is to think about the limitations of your game. That's a weird one I know but here a fun example that always got me. In mass effect you play commander Shepard and are a member of the prestigious Specters a elite spec-ops unit of the Citadel Council (basically ME's international system) but you have to buy all your own supplies, weapons and Armour, like ins't the Citadel Council supposes to fund their agents? What are space taxes and national contributions to the council for anyway if not your supplies? meanwhile in the OG fallout things make more sense, your a scout/explorer for the Vault 13 sent out to locate the Water chip and supplied with the small arms the vault can spare in a post-apocalyptic world where it makes that your character has to use their own skills and abilities to acquire better weapons, with things like ammo and medical supplies being rare and expensive.

Again I'm not knocking mass effect as it is a great game overall but its those little things that can help tie your lucid and narrative together which for me is one of the best things a game can do.

I agree, I do something similar. Some books I read put way, way too much focus on just telling the reader what the world is, like Faded Sun by C. J. Cherryh. The first ten pages was just going on and on about how mri (alien POV) lost to humans, and all the different characters were moping about it. I lost investment because I already know this information, and I don't need to get a perspective on the caste leader on how bad things were for the mri.
This doesn't mean that you need to open with action, or even that exposition in of itself is bad. Seven Pillars of Wisdom by T.E. Lawrence (it's a autobiography so we're comparing apples with oranges, but in this case it can work) first chapter is just T.E.'s experience with the war. But there, it created vivid imagery of how brutal the war was, with lines like "the weak envied those tired enough to die; for success looked so remote, and failure a near and certain, if sharp, release from toil". This does a much better job at introducing the book, because we get strong images of the landscape.
As such, when it comes to worldbuilding, I tend to focus not necessary on the details, but the imagery and way of life that inspired such details.
Still, there is value to DJOGamer's questions: if you're making a D&D/interactive setting, then having these questions answered can answer future questions. Like the more than one sun question could be an interesting point to ask locals about, and see the various answers (peasants think it's Gods, noblemen think it's a different sun, etc etc) on it. So in that regard it's fine.
And of course, worldbuilding is a means to an end here, going in depth is part of the journey. But man, I just hate it when it's conveyed so dry

Kinda like a noc spy - said agent gets more independance to pursue his assignment, but if he fucks up and gets caugth, the agency can just go "we don't have anything to do with this retard"

Let me show you how it's done.

The world is the aftermath of a meteor disaster, which heated up the planet so much and brought so much CO2 in the air, as well as separated all contents into islands, with biggest being the size of Texas. Life that did survive changed, becoming cold-blooded and having bacteria take in the CO2 in the air and turn it into oxygen within their blood stream.

There's humans that survived God's Reckoning (the meter strike), and they are called the Atalantans. They live in the bottom of the ocean, away from the CO2 dust and heat of the surface. They are disgusted by what they see surface life become, and are developing a bio weapon to kill the bacteria in the surface dweller's lungs.

The surface worships the meteor strike, for they believe it was God's punishment on the previous people's society. The surface dwellers are mostly primitive/pre-bronze age society, due to the evolutionary pressures that created intelligence for humanity not being present (they don't even have trees due to trees being burned down).

Technically the Spectre are meant to have immunity from prosecution unless that immunity and their spectre status is revoked by the council, again I use it as a funny little detail that even ME2 poked fun at with Mordin saying the STG "Special Task Group" where better funded as they didn't have to buy their own equipment. But again its always the smallest little details that get people, my manager at my work said something about MMORPGs and RPGs best piece of equipment being a suit of armour which bug him because the final boss clearly didn't have strong enough attack to kill his PC wearing the "second best armour" in game so what's the point of the better suit of armour. See the little details, true that's more of a ludic thing but its those small details that add up.

To expand on my earlier point, for game designers (which most of us are at least at a novice or student level if not higher) the setting probably need to fit the game your making more than it needs to fit the story. That's not saying you can't take risks and be innovative in terms of the setting, but some genres and settings fit best with some game genres, you don't see a lot of 4K strategy games that hyper focus on a DND style world with a focus on adventure guilds. You see that more one-on-one style adventures-quests in RPGs but again most RPGs don't have in-depth RTS systems unless its like Suikoden II and Fire Emblem Three Houses (And other games like that).

So again theirs like some conventions and norms, but you can break rules and mix genres to create fun genre hybrids. Ultimately I think the best advise is to approach world building when you think its the optimum time for your game, earlier or later is all good look at Fallouts creation (perhaps one of the best RPG settings ever) they had the game engine first and then just bullet stormed a setting and title for the game project that was considered the B-Team project but then in cases like Arcanum it was the other way around, they had the idea first and made a game around that settling on a CRPG like fallout (most likely to attract that former built in player base)
