It's a full fledged MP server thats up 24/7. It's EU based though, but we often get some NA players as well (although with 200-something ping).
But since it's the only one active server, it's active daily. They have admins, special rules, made their own additional scripts for it, balanced unit stats etc..
It's playing with randoms, although a lot of them are regulars. We get new players as well, especially around steam sales.
