The only reason they may be seen that way is probably because the faction didn't get enough content. You hear the horror stories from NCR soldiers practically the whole game and by the time most players got to the Legion territory they already have an established opinion.

But if you pay attention the game also shows the good sides of Legion and corruption of the NCR leadership. Most gamers just had to have a villain in the story, when there isn't any.

The tighter grip on its population has some benefits if you paid attention. I'm not saying that slavery is good, but Legion is not worse than NCR or Mr. House. The latter allowed their citizens to live as they see fit, which resulted in depravity, such as cannibalism, drug dealings and prostitution. NCR leadership will simply lead humanity to another nuclear war.

So, there is only one good ending where the city stays independent.

Ah yes the faction where a little girl who is a child slave in their main camp asks you to get her teddy bear back after a Legion soldier confiscated it and gave it to his dog to use as a chew toy.
Definitely the most outrageous thing that happened in Mojave. And of course nothing like this could happen in the NCR territories.

Yeah they’re definitely not the “evil” faction, very morally ambiguous, especially with the fucking red skies and crucified people crying out in agony as you walk to Caesar’s tent.
I assume it would be too much to ask a question why they're on the crosses in the first place.

There is finding Legion edgy cool like edgy tard the Codex is.

And then there is arguing that Legion is not evil at all.

The only thing reining Legion from becoming basically raider level of tribal menace is Caesar. Barely. His eventual death will turn Legion into nothing better than organized raiders.

Not much to discuss about Outer Worlds anyway. The game will never receive the level of New Vegas's post-release love.

NCR will lead to a corrupt modern social democracy

Legion will lead to a totalitarian "the strong rules"

Mr House will be on his city; he doesn't wanna to expand his influence. Nor force people to live there.

In general, Mr Hourse is just a King of a small kingdom, while NCR is a modern plutocracy and Legion is like Mongol Invasors. Mr House is not perfect, but anything is better than NCR/Legion. Seriously, there are one country where the monarchy fell and become better? Look to Brazil empire compared to modern Brazil, China monarchy with Maoist China, Russia Czarist with communist Russia. Or even France. Napoleon was far more totalitarian than any french king and the democracy also encouraged that some colonies in the new world like Haiti rebels(which turned the richest country in the "new world" into the poorest)

If Mr House had ambitions to expand his empire and force people to pay taxes to him, then we can discuss between him or ncr, which one is the worst.

I mean if it weren't for Mr. House there wouldn't be a Vegas to speak of. On top of that the Mojave would be a lot more bombed than it is when the game takes place. Mr. House's genius not only predicted the war as well as it's date approximately but also constructed a missile defense system that shot down some incoming nukes preventing the area from being completely destroyed.
On top of that he sealed himself in a sterilized pod that kept him alive for 200 years, while connected to a network of Securitrons, united the 3 families of the Strip, keeping the NCR at bay, taking their money by using the casinos (though he was rich before), has plans and is more than capable of realising them and with the help of the Courier and the relations that he or she built with the other groups in the desert and their help and resources things are looking great. Clean water from the Lake, plenty of farms for food, some factories still standing, Helios One for power or for an orbital strike etc.
Finish LR by nuking both the NCR and Legion and creating a natural barrier of radiation around the Mojave as well as having an army of upgraded Securitrons (read badass robots), security of the region is achieved. Also the tech from the Big MT. with the vending machines in the Sierra Madre and the hologram technology and yeah, at this point it's just silly. Survive 100 years or so and then off to the stars leaving the Bull and the Bear to fight each other or fuck each other or whatever else savage things that they do.
Independent is just dumb. Pure anarchy. No wonder it's considered the failsafe ending, in case you mess up so bad that you can't finish the game any more or worse, that you ally yourself with another faction.
Anyway these discussions about which faction is better, 10 years after the game came out is just another testament of how good this masterpiece is.

TL;DR: I choose Mr. House.

You can rest easy knowing the Mojave BoS barely matter, and even the Elder knows they're going to die off by their own machinations.

We could argue about distant future but according to the end slides, they're done for only in case of destroying the bunker. Besides, there's a difference between "dying off" in a long term and instant death (at best) by explotion.
